Second City is the brand new expansion for AEG's Legend of the Five Rings Collectible Card Game. It is the last expansion of Celestial Edition and the second that will be legal with Emperor Edition.

Ever devoted to the throne, more so even than the one who sits upon it, the Scorpion find unique opportunity within the expanded empire. The Second City is uniquely positioned, far from the eyes of the Imperial families, and ruled in practice not by an Empress, but a mere governor. With the subtle manipulation conducted by the Soshi, the affairs in the colonies are readily steered toward the Scorpion's interests.
