Looks like fecal matter
Have you ever stepped in dog poop while walking in the yard? This mini looks like crushed dog poop. This entire set is full of really bad minis, but this takes the cake. Horrible. Ranks right up there with the Zorbo.

Better rat swarms out there
The sculpt isn't detailed enough to convey that its rates and the pink spots are haphazard at best. I'd advise steering towards other generic rat swarms.
