I think the C&C system is the best "gateway drug" to wargaming. It's so easy to teach, can be played quickly, is engaging, and has great replay value. Within the C&C system, my experience has been that Battle Cry is the best place to start. That gets newbies used to the system faster than starting with Memoir. Then the transition to Memoir is a natural because everyone likes WWII, and the system's mechanical progression from BC to M44 is only incremental and seems logical to the player.

Another gateway war game that is really fast, fun, and easy while still being strategic is The “Tank on Tank” series by Lock n Load publishing. This series is a must for the budding war gamer.

Steve Jackson's OGRE is a good entry level game. The new 6th edition with the larger units and 3D OGREs is quite nice. I typically start a new player out as the OGRE until they've played a few games.
